FOCR means 'Return Following Cancellation Request'. The payment is being returned because the sender (or sender's bank) filed a recall / cancellation request (camt.056 or MT n92) and the receiving bank has agreed to return the funds. FOCR is a voluntary and cooperative return — the best possible outcome of a recall.

FOCR is an ISO 20022 ExternalReturnReason1Code. You will see it on the pacs.004 return message (or MT102 in the legacy world) when a bank has accepted a recall request and is sending the funds back to the originator.

FOCR only appears when the recall succeeds — the beneficiary bank or intermediary bank confirms it will return the funds. The opposite outcome (recall rejected) typically returns a CUST or NOAS code.
