The EU 6th and 8th sanctions packages disconnected Sberbank, VTB, VEB, Otkritie, Promsvyazbank, Rossiya Bank, Novikombank, Sovcombank and others from SWIFT. Tinkoff, Raiffeisenbank Russia, Unicredit Russia and a few smaller banks remain connected.
Even where SWIFT connectivity exists, OFAC, EU and UK sanctions create heavy compliance friction.
